Qadar is both power and measure — capacity, and the amount decided on; the same root gives miqdār, a quantity, and taqdīr, the apportioning of it. Being able, and deciding how much, are one family of words.
The one ayah carrying this written form speaks of what He is able to do rather than of what He does: able to send something down on them from above, or up from beneath their feet. Nothing in the sentence says it came. Ability and intention are not the same thing, which the root seems to know already, holding power and measure in the same three letters.
